Raymond Matovu
Digital Systems Engineer & Web Developer — Pam Tech Solutions, Kampala, Uganda
Profile
Digital systems engineer and web developer based in Kampala, Uganda. I build purposeful web systems — from responsive business websites to structured web applications — using semantic HTML, organised CSS, and modular vanilla JavaScript. I operate under Pam Tech Solutions, delivering quality digital work to individuals, businesses, and organisations. Currently deepening backend knowledge through structured study of Node.js, Express, and SQLite.
Experience
Founded and operate a small digital engineering practice delivering business websites, web applications, and UI implementation for clients. Responsible for project scoping, architecture decisions, development, testing, and delivery. Every project is built with semantic HTML, structured CSS, and modular vanilla JavaScript.
Built and delivered responsive websites for local businesses in Kampala — restaurants, NGOs, and professional services. Managed full project lifecycle from requirements gathering through to deployment and handoff documentation.
Notable Projects
8-page multi-page portfolio built entirely with HTML5, CSS3, and vanilla JavaScript. No frameworks, no build tools. Features modular JS architecture, dark/light theming, scroll-reveal animations, project filtering, and a validated contact form. Designed to demonstrate engineering judgment, not just visual presentation.
Web application for tracking student academic progress without server dependency. Implemented a relational data model in localStorage with schema versioning, SVG-based progress charts built from scratch, and a printable report system using CSS print styles.
Responsive dashboard interface prototype for a cloud resource management system. Focused on information hierarchy, progressive disclosure of dense data, and accessible interactive components.
Education
Structured self-education in web development: HTML5, CSS3, JavaScript (ES2015+), DOM API, accessibility, responsive design, Node.js, SQL, and software engineering principles. Study supplemented by building real projects and shipping them to real users.
Engineering Approach
I do not reach for frameworks before understanding fundamentals. Every system I build is grounded in semantic HTML, organised CSS architecture, and modular JavaScript. I write code as communication — named clearly, structured deliberately, commented to explain decisions rather than mechanics.
Someone reading my source should be able to understand what was built, why each decision was made, and how to extend it without asking me first.
